Health Center Partners is the region’s leading authority and health care policy advocate for Health Centers. We serve as a trusted voice for our members, who accommodate the health needs of communities throughout the Southern California in San Diego, Riverside, and Imperial counties.
HCP ensures our members’ needs are heard and addressed, putting the issues confronting Health Centers and their patients in front of lawmakers at the local, state, and federal levels. It is our priority to advance policies that expand access to care and improve health outcomes for all Californians.

Federal
On the federal level, we partner with the National Association of Community Health Centers (NACHC) and The Health Center Advocacy Network.
Our areas of federal policy priority include:
- Reauthorization of health center funding.
- Recruiting, training, and retaining a strong workforce.
- Integration of behavioral health and substance use treatment (SUD)
- Telehealth expansion and improvement.
- Drug accessibility through the 340B Drug Pricing Program.
- Health equity.
- Managed care (value-based care).
- Older adults (PACE) and Medicare coverage.
- Tribal and Urban Indian Health.
State
In California, we partner with the California Primary Care Association (CPCA) and CPCA Advocates.
California state policy priorities include:
- Recruiting, training and retaining a strong workforce.
- Integration of behavioral health and substance use treatment (SUD).
- Managed care (value-based care).
- Expanding reimbursable providers for whole person care.
- Strengthening Medicaid.
- Enabling services to promote social determinants of health (SDOH).
- Promoting civic engagement.
- Tribal and Urban Indian Health.
- Reproductive Health.
County
Our members have 210 locations across San Diego, Riverside and Imperial counties, with county-level policy priorities including:
- Coordination and integration of mental health and substance use disorder services across the continuum of care.
- Social Determinants of Health (SDOH) to improve community health care.
- Street (Homeless) Medicine.
- Health Navigation and Enrollment for Medi-Cal and other benefit programs.
