What Is Prop 44?

Proposition 44, or Prop 44, is a California ballot measure that would impose new financial requirements and penalties on community health centers and clinics. Opponents of the measure argue that its provisions would reduce funding available for patient care, limit operational flexibility, and make it more difficult for clinics to meet the needs of their communities.

 

Why Community Health Centers Oppose Prop 44

A broad coalition of community health centers, healthcare providers, patient advocates, nurses, physicians, and community leaders is urging voters to reject Prop 44. They contend that the measure could:

  • Cut an estimated $1.7 billion from California community health clinics in its first year alone, with additional financial impacts in future years.
  • Force clinics to reduce services, delay critical investments, or close locations that patients rely on for care.
  • Penalize clinics for investing in infrastructure, technology, workforce development, and other services that support patient care.
  • Create additional government oversight that could influence decisions about clinic operations and services.

California's community health centers serve millions of patients each year, including children, seniors, veterans, working families, uninsured individuals, and Medi-Cal beneficiaries. Prop 44 could threaten access to essential healthcare services at a time when many communities already face significant healthcare workforce and access challenges.
